Job Summary
Spearheads the full lifecycle of research for development programs and projects — from conceptualization to implementation, monitoring, and closure; assists in the provision of evidence-based policy and program advisory services to key stakeholders; and ensures that research findings are effectively translated and widely disseminated, directly contributing to sustainable development outcomes.
Qualifications
Education:
Master's Degree in Economics, Agricultural Economics, Development Economics, Statistics, Public Policy, or related fields
Work Experience:
Five (5) years of relevant work experience in project development and management, data analysis and statistical/econometric model building, and knowledge of Southeast Asian agricultural and rural development issues, preferably in a similar post and capacity.
Terms of Reference:

Contributes to the strategic development of RTLD's program by conducting thorough situational and data analyses and needs assessments to identify critical and emerging issues in agriculture and rural development (ARD).

Develops concept notes and proposals for research, fora, and conferences for core and/or donor funding.

Cultivates and maintains strategic relationships with partners and donor agencies to foster greater collaboration and secure external funding.

Manages/implements and regularly monitors assigned programs and projects to ensure compliance with SEARCA’s and donors’ requirements; and leads the preparation of project reports and presentations.

Assists in the development of SEARCA’s agricultural statistics database and lead the data analyses and model building for policy insights and economic projections.

Designs and organizes relevant knowledge and information sharing events such as fora, roundtable discussions, and/or conferences as venues for the presentation and discussion of research results, and the identification of policy issues relevant to the region.

Reviews/edits project reports/outputs, develops high-quality knowledge products (e.g., policy briefs/papers), and coordinates with relevant departments/units in the dissemination and publication of research results, conference/workshop/fora proceedings, and other knowledge products.

Serves as coordinator of assigned RTLD support programs (e.g., SEARCA Travel Grants Program (STGP) and Internship Program).

Prepares reports for various meetings, both internal and external, and for monitoring of RTLD activities, as well as other administrative functions as necessary in the implementation of department activities.

Collaborates and provides technical assistance and input to RTLD’s operational plans, budget, target activities and provides support for specific activities as needed.
Skills

Proposal Development and Communication: Exceptional ability to develop project proposals, presentations, and effectively market program initiatives.

Research, Data Analysis, and Model Building: Strong analytical and research skills, including the ability to gather, synthesize, and interpret complex data. Highly experienced in the development and interpretation of statistical/econometric models to generate data-driven insights and economic projections to support the Center’s policy and program advisory services.

Communication and Collaboration: Excellent written and oral communication skills, with a proven ability to build and maintain strong relationships with diverse stakeholders (local, national, and international).

Project Management: Above-average skills in project planning, organization, monitoring, and coordination.

Computer Proficiency: Proficient in standard computer software applications (word processing, presentation software, spreadsheets, databases, search engines, and quantitative analytical tools).
